Paint that sticks to plastic

In the past, I've used a Rust-Oleum spray paint that is supposed to work with plastic with poor results. I used it on a Little Tikes outdoor playset which began to peel off after a short time. I was told there is something in the plastic use in these types of toys that doesn't allow the paint to adhere well. 

Is there a  product that can be used on these types of outdoor toys that will adhere well? I have another outdoor toy I'd like to refresh.
