Painting an old rusty bulkhead

I'm ready to paint this old, rusty bulkhead. Yesterday, I sanded, washed, then applied Rust-Oleum Rust Dissolver. I'm looking for advice on what to use for a paint. Do I prime first, or is a paint with primer sufficient? I'd prefer not to use spray paint since I can control the paint better. I'm open to suggestions, though. Oil paint, latex? Thanks in advance for any advice you can give me!
