Ugly Tiled Countertops

Hello, I have 4" x 4" ceramic tiled countertops. I was told I can't use the Rustoleum Countertop Transformations Kit. Can I use a 2 part epoxy paint? Isn't that what the countertop trans. kit has? Is there a different primer I could use on the tile that the countertop kit will work on?
