Fountain of fright transforming to fountain of delight and I need help please!

I used to adore this fountain and the birds enjoyed using it, but the ash from the devastating Carr fire stained it years ago. Out of frustration, I unplugged it and placed it on the ground. I am going to clean it up and would like to paint it. I do not know what paint to use since it will be constantly in contact with water. I think it is made from some kind of a resin, but that is a guess. I would love to know what products to use for this fountain so it will be a delight once again. Thank you for you help!
