Hubcap Art

I paint hubcaps that I find on the side of the road.  I used to have an old can of gray primer that worked so well, but I think it changed label design and I haven’t found one that I truly love.    If I start with certain color spray paint, it tends to bubble.  What do you recommend since most of these are plastic with a bit of a shiny coat.
