Restaurant Flooring Question Using Concrete Paint or RockSolid Epoxy Paint

I am ripping up tile in a restaurant and would like to use decorative concrete paint or Rock Solid epoxy paint. I have been told by the several contractors that underneath the tile is a layer of concrete on top of wood sub-flooring. Depending on how easy or hard to pull the tile up and what state the concrete is we would need to put a fresh coat of concrete on the wood flooring or put the epoxy paint on the wood (which they do not recommend). Can you put concrete paint or Rock Solid Epoxy paint on wood sub-flooring? Does the wood floor have to be totally free of any chips, scrapes, divits, etc? Would you recommend the concrete paint or Rock Solid 

Any thoughts? Recommendation?
